Sheldon Gordon, the renowned shopping mall developer and casino-retail pioneer, obtained development rights to build Foxwoods Fashion Outlets in 2010, exclusively using the services of Soozan Baxter Consulting on all aspects of a ground-up, new development project including with leasing, design concepts, financing partnerships, business points pertinent to the leases, and other master plan matters. After procuring more than 20 deals, Tanger Outlets signed on as a joint-venture partner in the latter part of 2012, which Soozan Baxter helped facilitate.

The 300,000 square foot center debuted in spring 2015 with iconic outlet brands such as Coach and Michael Kors. The project serves as an amenity to Foxwoods in Connecticut, which receives 16 million annual visitors; has 2,200 hotel rooms on-site; features more than 40 food venues including David Burke Steakhouse and Craft Steak; hosts more than 100 conventions a year; and holds great performances in its arena including Kelly Clarkson, Kenny Rogers, and Maroon 5.
